Looks shot to me unless it's just discolored glue. Does it smell like fish?

Probably just glue residue. A broken cap would be swollen in any dimension. If there is no visible deformation, you should be ok.
Smell test will be the only way to tell, must be a strong foul smelling odor, preferably not right after a Tacobell dinner

You could also run it and look at the ripple voltage. If it's out of norm, for your application, this specific cap might be the culprit, but you should still be ok.

That might just be a smattering of stray potting epoxy. The cap looks ok imho. It doesn't look misshapen or that the vent has been perforated to me.
