Bind SLT3 transmitter to SLT 2-in-1 Grom receiver

Received a replacement for my kids Granite Grom SLT2 radio today. Tried to bind it and it won’t bind. Any ideas on how to make it work. I reached out to both my LHS and Horizon support and neither were able to help.

Keep the radio off
Plug in a battery pack
Press and hold the on/off button on the 2-in-1 until the LED starts flashing red
Turn on the radio
