If these are used wheels, and the problem seems to be getting worse, you likely have debris inside your tire. Balancing at that point would be largely a waste of time. Remove any debris and dry the inserts before balancing. I like to weigh mine afterwords so I can easily tell if they are gaining weight (debris).
 
I actually just tried a stock Kraton tire on it. I put little aluminum spacers and used longer screws to give it more clearance and it fits fine. It may even fit without the spacers. For the price I say go for it, although Dustin is right about if there's stuff in there it will be next to impossible to balance.
